This was reported in the last newsletter and relates to testing headlamps on HGVs and PSVs at annual tests. Because the appropriate minister had not actually signed off the age exemption before the last newsletter went to press we had to omit the actual date of the age exemption agreed by VOSA – it is 1 October 1969.

We responded to the consultation on Implementation of Electronic Aim Measurement – which initially only related to testing headlamps on HGVs and PSVs at annual tests, but in the small print anticipated this being broadened to other test classes.

Following our detailed submission, together with additional information researched by FBHVC and constructive dialogue between FBHVC and VOSA, a suitable age exemption has been agreed and with confirmation that the existing testing criteria for Class 5 tests will also not be amended. VOSA confirmed that no extension of use of the new equipment to other classes will be made without further consultation and it is accepted that suitable age exemptions will be built into procedures.

I would like to acknowledge the assistance of Mike Walker (Bristol Omnibus Vehicle Collection) in taking one of his restored buses to Avonmouth testing station whilst talks with VOSA were in progress. A DVD to be issued by VOSA to vehicle testers, included Mike’s single-deck bus, and the commentary explained the concession.
